In July 2025, Dr. Michael Tilley, Ed.D., a two-time alum from Appalachian State, has rejoined the North Carolina Community College Systems Office as the Associate State Director for Federal Programs. In this new role, Dr. Tilley will bring his expertise to the position of Executive Director for Postsecondary Perkins and lead compliance efforts of subgrantees funded by the Strengthening Career and Technical Education for the 21st Century Act of 2018 (Perkins V) and the Workforce Innovation and Opportunity Act (WIOA) Title II.
Dr. Tilley earned two degrees from Appalachian State; an Ed.D. in August 2025 and an Ed.S. in 2022. His committee was co-chaired by Dr. Jennifer McGee and Dr. Star Brown with committee member, Dr. Patti Levine Brown.
